A coin collector question

Cleaning up some odds and ends from a bureau drawers the other day, found a coin that looks like an old dime. Front side: A female head, with collar-length hair, wearing a small cap, United States of America, 1867. Other side: what looks like a wreath , with the Roman numeral III inside. No other number, Roman or otherwise.

What is this thing?

You can go to the Public Library ( that a Government funded building for books) get a copy of "Coin of the World".
Or buy one for about $80.00.
