Doc, the article mentions $550k per unit, not $23 million. They probably didn't waste the whole $1.2 bil, but I'll bet it's more than the $550k. It didn't say how big or show pics of the 'units'. I'll assume these are 1-room efficiencies (not like the homeless have a lot to store/furnish). I'd guess these are like big hotel rooms with a microwave/fridge/bathroom. Even at that, $550k each? Were the walls silver/gold? Insanity.

Lots of figures thrown about, but I'm using hard numbers - Amount of the bond/units completed. That could change if they complete more units with the same funds, but they are already saying that the 1.2 billion isn't enough money.
 
Maybe we ought to tell the homeless in other states that California has free sunshine and housing where lewd conduct is legal hell they can take a **** anywhere and all legal, in fact car theft is legal as long as they don't take the car out of california, oh, the doors of the car have to be unlocked or the owner can't prove that the doors were lock to make it legal, and if you're hungry go to any convenient store and take what you need, totally legal in the great state of california.
 
Send America's "homeless" to California, since California has the "solution" to the problem, then build the wall around Southern California, allow them to become a new state, and then cut all government aid to them and let nature take its course!
