Does this canning process pass safety rules?

Well, that is sure to make heads explode.

It breaks all the canning laws and is sure to kill you. I would eat it, but I am different and have eaten a lot of food done this way, in the past.

The meat should be in a pressure cooker and they tell you no rice, here. She is using a strong vinegar instead of a pressure cooker. I don't think it is enough to raise the acidity much.

It's a case of culture. It won't fly in N. America.
 
The rice in the jars just makes it look like it's already full of maggots, to me. I look at that, and instantly feel revulsion; people in that country might look at that and think yum, dinner! It's all in what you're used to, I guess. But yeah, I wouldn't trust that based on what I've learned about canning safety.
