A lot of bad info in that article.

A spine-chilling report said Washington is underestimating the threat of an ‘electromagnetic pulse’ (EMP), a phenomenon that could be caused by detonating a nuclear bomb high above the Earth.

Same report conclusion every year...and every year, Congress ignores the threat. An EMP weapon isn't the grid's only vulnerability, but it is an all-encompassing one
