For those of you whom live in flood prone areas. Installation process.
I've seen that before. It's a great idea.. But it might work better when it starts to flood just to keep the water bill down.

We had those down at the beach to help with the erosion. They work pretty good, but do not hold up during hurricane. The ones down there were filled with sand. In fact those popped into my head when we had all the flooding in this area. Only downside is when the water got above the tube. . . its hard to tell the height from the picture, but the ones at the beach were about 4 ft tall. Some people had more than 6 ft of water in their homes. It would have helped save a lot of homes who had less than 3 ft though.
That guy was a prepper at heart! Personally I say make a mound of dirt, then build on top of it. Or build on stilts. I was lucky enough to be up on a mountain, so if I flood here there are going to be calling on Noah.
