As part of a preppers plan communications is key and not just for talking but also listening thus a scanner would be invaluable in a crises. I know during fire season (wildfires) the scanner keeps me informed keeping us proactive instead of reactive, we know where the fire is before it hits the news and internet. I know during a SHTF/TEOTWAWKI I plan on using the scanners to obtain as much info as feasibly possible.
Here's an dated archive of frequencies that someone sent me some time ago. These can be useful during some form of a national event that leaves the new digital radios inoperable forcing a return to the analog frequencies, I know my state has that in it's emergency plan. All the files are in text form, I included a index of the files in the zip file, the index.txt is also included in the zip. These files are a mixed bag of frequencies that some folks find useful and some find not useful, the file size is roughly 1mb.
