I was thinking about this and came to a few conclusions. If I was POTUS and wanted to encourage illegals to go home, what would I do? I think the first thing I would do would be to make an announcement that immigrants are welcome here, BUT they have to do it the legal way. I would make the process more friendly and would give first consideration to those who have already started the process legally. I would announce that IF you were an illegal immigrant, you would have to register at a local Sec. of State as an illegal immigrant. Your case would be started at that point and you would be entered into the system as 'awaiting legal status'. That basically means nothing, except that you have made an attempt to enter legally. I would give immigrants a 90 day window to register. After that point, I would announce that IF you are caught by law enforcement (for any reason) as being illegal and you did not register, you would be deported without being able to take your belongings. You'd get a free ride to the nearest border and your belongings and property would go up for auction and the proceeds would go into the government SS system.
I'd pour resources into the immigrant court system to get lots of investigators and judges onboard to get these cases processed. If an immigrant had a nasty criminal record they would be deported. The investigators and judges would be left to sort that all out, keeping in mind the amount of immigrants that would be allowed to stay b/c I think there would need to be annual limits on how many immigrants we could handle as a nation.
I'm not sure how the system is currently set up, but I'd require the immigrant to be proficient in ENGLISH. If they weren't currently, they'd have to provide proof of passing a basic english test, including reading, writing, and speaking within a specified amount of time. If you want to stay here, you need to capitulate to our ways. I also would require the immigrant to hold a job. There would be no freebies to any illegal provided by the government. If you are part of a family where one adult works and the other cares for the kids, then all of the family has to go through the process and the family would have to be self sustainable if only one adult holds a job. Ideally, the family would go through the process as one case.
If an illegal immigrant came to the conclusion that they would not pass the investigation needed to stay, they would have the 90 days to pack their stuff and go home. They would get the opportunity to at least take their stuff with them. They would have to go through the proper channels to make this happen, also starting at the Sec of State office. There would have to be agreements between leaders of other countries to make sure the process was well received and ran smoothly. I'm sure a proficient POTUS would be able to make that happen.
I would also put much more pressure on anyone who hired illegals. Currently an I-9 is required on every employee as proof of citizenship. Many companies who pay cash don't go through the proper steps or require this. Even many of those who pay above the table don't enforce the I-9 requirement. Massive penalties should be imposed on employers who hire illegals. I really don't want to be punitive to illegals or to employers, but this IS a national problem and it needs to be solved. It's not just illegals from Mexico I'm thinking about here either.
