The Pennsylvania House Judiciary Committee is scheduled to consider several gun control bills. Please contact committee members and strongly urge them to OPPOSE House Bill 1400 and House Bill 1872.



House Bill 1400 is a “universal” background check bill that would ban the private sale or transfer of rifles and shotguns in the Commonwealth. These measures place undue burden on law-abiding gun owners when criminals, by definition, do not follow such laws.

House Bill 1872 would make it a crime to knowingly possess an “accelerated trigger activator” that is designed or functions to accelerate the rate of fire of a semi-automatic firearm. The broad and overreaching provisions in this legislation could potentially criminalize firearm modifications such as competition triggers, and ergonomic changes that are commonly done by law-abiding gun owners to make their firearms more suitable for self-defense, competition, hunting, or even overcoming disability.

All of these bills are poorly worded to take far reaching and inappropriate action against law-abiding individuals who have never been the perpetrators of the violence and crime that are being allegedly targeted.

Again, please contact members of the House Judiciary Committee and strongly urge them to OPPOSE House Bill 1400 and House Bill 1872.

House Bill 273 would create a voluntary self-exclusion list that could result in the permanent loss of an individual’s Second Amendment rights. A lifetime prohibition would prevent any chance of having their rights restored at a later time.

House Bill 2227 creates so-called “extreme risk protection orders” whereby an ex parte hearing would be held, without the respondent’s knowledge, before having firearms seized and constitutional rights suspended with little to no due process. Under House Bill 2227, a law-abiding gun owner could lose their right to own or possess a firearm without even knowing that a hearing took place. This legislation does nothing to improve public safety, and allows for an extremely broadly definition of who can petition for an ex parte prohibition.

Today, the Pennsylvania House Judiciary Committee passed House Bill 2227, legislation that creates so-called “extreme risk protection orders” whereby a hearing would be held, firearms would be seized and constitutional rights suspended with little to no due process. At the same time, the committee postponed consideration of House Bill 1400 and House Bill 1872 until tomorrow.

It is imperative that you contact members of the House Judiciary Committee and strongly urge them to OPPOSE House Bill 1400 and House Bill 1872.

According to the U.S. Department of Justice, “universal” background checks “effectiveness depends on…requiring gun registration.”

House Bill 1872 would make it a crime to knowingly possess an “accelerated trigger activator” that is designed or functions to accelerate the rate of fire of a semi-automatic firearm. The broad and overreaching provisions in this legislation could potentially criminalize firearm modifications such as competition triggers, and ergonomic changes that are commonly done by law-abiding gun owners to make their firearms more suitable for self-defense, competition, hunting, or even overcoming disability.

Pennsylvania: Gun Control Legislation to be Considered on the House Floor

This morning, the House Judiciary Committee continued its push for gun control by passing House Bill 1872, legislation which would ban many firearm accessories. This follows the passage of HB 2227, legislation which would allow the seizure of firearms with little or no access to due process. The committee did vote down House Bill 1400, legislation that sought to ban all private transfers of firearms in Pennsylvania.

Leadership in the House of Representatives has fast tracked anti-gun HB 2227 for a vote on the House floor tomorrow. At this time, House Bill 1872 has not been scheduled, however it is more important than ever that you contact your state Representative and strongly urge their opposition to HB 2227 and HB 1872.

Today, the Pennsylvania General Assembly adjourned from its 2018 Legislative Session. In the weeks leading up to adjournment, anti-gun legislators were working diligently to pass multiple gun control measures that sought to place undue burden on law-abiding gun owners in the Keystone State.

The below measures were passed out of the House Judiciary Committee... but... were never brought up for debate on the House floor:

While these bills were not considered at this time, they could easily be brought back up when the General Assembly reconvenes sometime in the fall.
