Confirmed terror attack but the IED did not detonate properly, created a fireball rather than blast.

Although I'm sure the death toll would have been higher had the IED worked correctly, seeing people getting burned alive is probably much more terrifying than getting blown up. At least in an explosion you get knocked out or at least stunned.
