Typical Liberal economics. Here is a conservative version. Go to each block of skid row / homeless encampment. Select one person to be the block clean up person. Every month a city Representative visits the block and if it is clean, pays the block person $1,000 cash. At that rate you could have 184 clean blocks for the same price of one official city poop scooper. No benefits, no labor law issue, these would be contractors, self employed. Fail to maintain the block and the contract is canceled. JM2C
 
Then someone immediately robs and possibly kills the block cleaner for his $1k.
Cause it ain't like he or She can go open a bank account.
And where do the cleaning supplies come from? Where does the resultant waste go?
Difficult logistics.
Working in those conditions, in those areas, around crazy homelesss people, they deserve to be well paid.

Just one more benefit I had not mentioned, the piranha feeding frenzy. Add the over doses from spending the $1,000 and we have another win.
 
Here's your 'poop patrol'. Go to each encampment. Give them notice that on the 1st of every month will be an inspection. If there is piles of crap in their area, a military team comes through with a bulldozer, knocks down all the stuff & shoves it into a truck to haul to the dump. They get a once-a-year 5 day reprieve if it's not found sufficient.

They can self-govern how they do it. One person, 10 people, everyone? I don't care. But unless people take responsibility for themselves, there is no hope for resolution.
