The police should return her confiscated crossbow, and publicly apologize for ever taking it. The officer that took her only means of defense, immediately after she was attacked in her own home with the possibility that a friend or relative of the attacker could try to seek revenge, that officer should be put on suspension without pay.
There doesn't seem to be any consequences for the "authorities" in cases like this. Forget consequences for the woman involved, she shouldn't even be bothered aside from getting the details of the attack. In my mind, she fended off a robber, then was robbed by the state for being successful.
