If you want true "user to user encryption," try Protonmail. Your email is encrypted BEFORE it leaves your computer or smartphone, and is only decrypted when the recipient OPENS it, regardless of the email system the recipient is using. The service is free. It also acts as its own VPN for email, as all attempts to trace the route of your emails will end at their servers in Switzerland....you email cannot be tracked beyond that point. I've used it for a couple years now and no problems. It is a "full feature email" service, you can archive mail, keep copies of sent mail, drafts, etc., etc., and you get some storage space as well.

Ah, yes there is no free lunch. I have 2 free accounts and 1 paid account with Protonmail. They do offer the free email but like any other company, they would like you to upgrade to their paid version. Is it very sophisticated no, not really but it does get the job done. I don't care if the government has to go through a few more steps to see my email account. I do care if a business is reading all my email and then selling that info to the rest of the world. Can a hacker get into the account, probably, but then I tend to believe a hacker can get into any account, if they want in bad enough. Like anything, it works for some people and others will not like it. It works for me.
