This is probably going to sound silly but I’m going to ask anyways.
So while seeing all these silly people filling bags and bins etc with fuel it got me thinking. One photo was of a lady who was on the phone with one hand and holding the pump handle with the other while filling a storage container. Here that would be near impossible and it got me thinking. Is it only a California thing to have pumps that have a boot on them that have to have “held” back in order for it to pump fuel? It takes me two hands to fuel cans if the hole is bigger than the nozzle. One hand to hold the boot back and one to hold the “trigger” to pump. It wouldn’t surprise me if this was a “save the world” California contraption. I remember years ago where the boots didn’t exist. Guess I never thought much about it except that diesel pumps don’t have the boots so fueling cans is so much easier. Just a flap to stop splashing.
For those non California people what’s your pumps like? 😂
 
@lonewolf Here’s a picture of it I found on the web. If it’s not back creating a seal the handle clicks off.

In New York State there are splash guards near the handle (sometimes, but it's not universal), but the nozzle has no "boot".
 
I believe it is supposed to catch the vapor while refueling. I saw the picture with the bags in the trunk and didn't get it either. I am about 90% certain the fuel will eat thru a trash bag.
 
I have never seen the boot here. You can fill whatever you want with one hand.
 
Some stations in ohio years ago had vapor collectors, but nobody needs two hands to fill anything.
 
The professors in California are now trying to modify that same boot to deal with cow farts, since according to our illustrious Governor, cow farts are the leading cause of ozone change, and the reason dinosaurs became extinct. :sarcasm:

We already got the letter about that. Want our cows to wear the fart collecting backpacks. Will stop global warming in its tracks.


(Yes they really have tested fart collecting backpacks on cows and yes I am joking about the letter but I’m sure it’s probably coming 🤦🏻‍♀)
 
The boot is a recommended EPA device to capture fumes and splash when the pump shuts off.
In some states the local OSHA chapter enforces it as a job safety device.
In Washington they check for them when they test the accuracy of the pumps.
