This is a solid idea. I hope they accomplish something meaningful.

Over 10 years ago the then governor of Alaska started buying van loads of rice, etc. to have for emergencies. I think that lasted for one order and was abandoned. I expect that food is long gone. The idea was to build a cushion. We couldn't have that and all the giveaway programs.
