and here I was thinking 'damn I miss the cold war' and after reading this now I'm thinking, wait a minute did the soviets win?

The proposal is just to "supplement" not "replace". Even with the Russian component shut down, we'd just be back to current capabilities, not lose them.
They certainly didn't "win"...just look at how fast the Ruble is tumbling..... If anything, Putin is scrambling to see how he's going to afford his current remilitarization efforts.
