Chicago was lost decades ago. It's a leach sucking the whole state dry. The best thing that could happen to that city would be going nuclear, as in getting hit by a handful of nukes. It makes Sodom & Gomorrah look just fine. Otherwise, there is no power on earth that could clean up that city.
