Every freq and mode you asked about should be included in at least your monitoring capabilities

And you left out a bunch of modes and freqs not on the frontline of comms which makes them ideal for prepping, Motorola DTR series Spread spectrum 902-928 MHz are unscannable, difficult ( NOT impossible) to DF and reasonably priced.


Its important to be able to monitor everything, and transmit VERY little.
