On several forums I ran or helped on, we had a special areas named charmingly, the cesspool, the pit, and the beer joint. might want to call it a compost heap to keep with the theme, in it was just two things, A thread with the rules and a real-time chatroom. we used gamecom and one of the precursors of discord.
it was fun and cut down on drive by threads. Not that we have a lot of them, just saying.

I also am a member of a few forums, and this section is called "The Lounge", where folks can talk freely, but they usually end up as political cesspools. Thanks for the suggestion and I'll shoot it up the chain as an idea.

That's kind of the idea, it concentrates such nonsense.
