Each bug-in/bug-out location has its pros and cons. No one solution can cover all scenarios.

If you were hidden in the woods and a Snowstorm or a major hurricane hit, what would be the use of the woods as protection.
If you were in a cave and an earthquake struck, the cave can collapse. if there was a hurricane/typhoon, there could be a landslide.
If you were bugged in at your place in the city and a tsunami struck, there is a chance that you may be washed out unless you were in a highrise. If there was an earthquake, your highrise may collapse.

And these have not even involved professional armies.

If the issue was just the professional armies/organized militia, no matter where you hide or who you're with, you may be overrun. BUT if you had a community with an organized militia of your own, you may stand a fighting chance.

There are a lot of disaster scenarios that can be addressed by prepping and the involvement of militia, etc. is just another area of consideration.
