Attached it the ICRC First Aid: In Armed Conflict or Other Situation Violence. This is a great handbook that will apply in situations after an event. I've been placed in similar situations where the decision to conserve fighting forces resources outweighed helping civilian casualties. This document is a great barometer in narrowing down discussions we might see when SHTF.
