That is true. However if it is "auto penned" did he really sign it? We all saw his mental and physical decline which was confirmed. Why he was not removed from office and Comrade Harris installed is a mystery. From that point on all EO's and laws signed by him are subject to the microscope. “The use of the presidential autopen dates back to the 1950s, and there's been much debate about its legality. In 2013, Barack Obama became the first president to sign a bill into law using an autopen. He was vacationing in Hawaii at the time. His office relied on a 30-page memo from President George W. Bush's legal team asserting that the president's presence was not required as long as said president had authorized the signature.”

What this means is that the Biden Administration was relying on a legal opinion from the Bush Administration. This opinion has not been tested in the courts. How would a court decide this? Who knows.

The issue is, was Biden actually aware of any or all of the bills or executive orders that the auto pen signed on his behalf. The legal opinion from the Bush Administration required that the president specifically authorized the use of the auto pen in each case. Recall Speaker Johnson telling the story of him speaking to Biden on a signing the executive order halting LNG exports just a few days prior and Biden had no recollection of it. It is reasonable to question whether or not Biden authorized each and every instance of the use of the auto pen.

What a mess.
