Here is a little interesting tidbit of information that may possibly shed some light on things:

Romney's National Security Adviser for his 2012 Presidential campaign, and head of the counter-terrorism policy advisory group for Romney's 2008 campaign was a man named Cofer Black. Black was at various times a CIA spook in covert operations, director of the CIA's Counterterrorist Center, CIA Director's Special Assistant for Counterterrorism, National Intelligence Officer for Counterterrorism, director of the National Counterterrorism Center, and Vice Chairman of Blackwater.

9/11 happened under Black's watch. He was a real life "Jack Bauer" - a trained covert operative and the top counterterrorism expert in the CIA at the time and it was his job to prevent such attacks. He had been targeting Bin Laden since 1998 - three years before 9/11. Like so many others in Washington, he failed up after utterly failing at his job.
