Our local lands have been and are seriously abused by thousands of asshats. Irresponsible shooters leaving piles of shot up junk. Desert dumpers - we have a whole county dept fighting it. And a new phenonema, "desert bars."

The off road side by side crowd finds a cool spot and builds a plywood "bar." They mount flag poles, picnic tables, fire rings, and then trample the whole area with hundreds of Can Ams and a lot of heavy drinking. Then we get crashes because drivers are sloshed. And most SxS'ers and (obviously) shooters are packing heat, so you don't dare say anything about pick up your brass or stay the trail.

It is the wonton destruction of our public lands, and the tree huggers have had enough and apparently are taking action. I'm a responsible shooter and off roader, and it really annoys me thst MY RIGHTS are infringed as a result.
Yup we have had that problem on our Federal lands as well.

Here's a "desert bar" looks cool, kept clean. But that was all pristine desert 4 years ago. It's getting a bit out of hand.

Here's the "original" desert bar, near Lake Havasu - it's on private land however. It started with the owner selling beer to off roaders from ice chests over a plywood table, and over 20 years it became this. It's a legal business though, again on private land. Can't see but the owner has two homes out of the pic, and it's all solar powered.

try dealing with your local BLM or forest service recreational director person.......
If you aren't grandfathered in good luck getting anything going...
We guide people out to experience rocks ......and take a few photos....It took us years and a change of personel in the forest service for them to allow us to buy two million worth of liability insurance to get a provisional permit for access to a small portion of the sites we wanted to visit... This was after threats of six months in jail and being banned from the national forests....

Look at the background of your local people in the forest service or BLM...You might find they belong to anti motorized use groups or anti hunting and trapping groups..
Folks go to university and get qualified to work in jobs where they can institute their agenda.....

I’m with @Mountain trapper , if I want to shoot I park a roll of hay at a likely spot and plink away. Speaking of lead and guns… found this in my tool rm this afternoon, forgot I had it. It’s a lead shield that went on the back of a 17” electron gun, weighs 9lbs… 🤣 . Back to your regular scheduled programming... 😁
