nopeThe wooden piece is used to help plant things. You hold the handle and push the cone-shape into the ground to form a hole for dropping seeds to a certain depth or making a hole large enough for small onions, garlic or other bulbs, also for flowers. We have the same thing here and also in metal... the wire on the handle is to hang it up when not in use.
shaft and small end of cone is hollowsomeone put a bit of blacksmithing into that piece - if they were striking it - they used a wood mallet - no end hammer marks or mushrooming - best thing I can guess is a funnel stopper for something like a grinder ....

small end of cone is opendoesn't look like the cone is open - in that case it's probably off a small still .....

That is a lure, for fishing for squirrels on land its shaped like an acorn.????
