I have plans for a big under ground shelter but it is on hold,so considering I have more rocks than God I am thinking about a small above ground shelter kind of a igloo made out of rocks and held together with concrete with some dirt over the top in time it could be used as a shelter for the dog if the SHTF,,,,,,,,,I look at it as better than nothing

I think I would use the rocks as a form only. Then use rebar embedded into the concrete to give it strength. The rebar will give it strength and make sure it dosent collapse on you or the dog. Just remember, a shelter is supposed to protect you, not put you in danger. I posted a progress of a root cellar/shelter I made. It was 8x10, but dosent need to be that large. Anyway, just be safe as anything with dirt put on top of it needs to be pretty strong.
 
if you ever watched that tv-show doomsday preppers,check out the episode -nobody will be ready,that dude builds a shelter somewhat like an igloo,you might get some ideas from there..
 
we've had here proffessinals for centuries who could put up a wall with stone,useing no cement and those walls still stand,unfortunately that profession is nearly extinct now.
but rebar+cement+stones= interesting
 
Geodesic dome, temp structure made of alloy frame , erected, covered with cloth membrane then sprayed with concrete, when set frame removed to act as former for next dome.
