Have you considered a double boiler? Pot #1 goes on stove, add water to it, pot #2 nestles in pot #1. These are used for cooking or melting delicate things that you don't want to scorch. The bottom pot spaces the upper pot higher above the burner, but that is not what keeps the temperature down - it's more the water inside the bottom pot that keeps the temp down. You ALWAYS put water in the bottom pot. Putting it on the burner without water inside would destroy the pot.

Exactly.

The water keep the top temp limited to 212 degrees F.

You are 100% correct. Sorry for my creating confusion. Thanks for getting us "ALL" on the right track.
What brand and name gas stove do you have? On the gas stove we have, I can adjust the flame for each heater with a small screw driver.
