The fresnel lens is a flexible magnifier (fire starting) the bellow is a small telescoping rod used for applying air to a hot ember for better ignition.

I have one that is all one piece and you unfold the one that you want to use. My brother got it for me for Christmas one year and I've never felt the need to get a different one. I like that set though.
