Weed and sapling cutting? Need suggestions

Thanks, @Peanut. It doesn't have a regular stump like you'd expect on a tree. It has multiple stumps and comes out like a frickin' hydra. The roots have grown underneath (and are messing up) the concrete steps near the sliding class door. So we can't uproot it (we tried). The well is within 30ft of the stupid trees. If it wasn't right up against the house, I'd burn it. I've heard some chemicals can burn it away, but since it is within 50ft of the well, I'm nervous about chemicals. Especially since we get so much rain. Wish we hadn't sold our stump grinder. My BIL (who used to work as an arborist) said spraying the leaves of the chinaberry tree would kill it. I've heard the stuff I'm thinking about using would take more than one application. Like every 24 to 48 hours or waiting a week and spraying again. Still, not liking putting stuff near the water. My father & our former tenants had used roundup in our yard quite a bit & several of our pets died of cancer. Not sure if that was related or not.
 
I found a Worx Jawsaw in a box in the living room but the battery and charger are missing. I think I took them out to charge them somewhere but I can't find them now. I hate when I misplace things. But, I found a rapid charger for sale at Lowes and the battery at amazon. It won't take care of all of the weeds but it can cut those damn chinaberry trees down. I wonder if putting landscaping tarp over it would help keep it at bay. I want to put some of that down as well as some gravel or something to keep stuff from growing back. I really want to build a small deck (or two small decks) out back.
 
My bush hog (land pride HC) will cut up to two inches, but I will be
only cutting pencil size saplings with it.
