Those guns in the gun shows are like mine - they are ********. I have had my guns a long time and not one of them has ever shown any ability to jump up and kill something. ********!

I'm 99% sure the large hubs in the wheels have one-way ratchet clutches in them from an old ground-powered implement.
A horse would pull it and the wheels would drive machinery. The ratchets were so it could turn and be backed up without binding.
2 people see-sawing on that thing would travel (for that one, to the left).

Edit: Like if the wheels were taken off of one of these:
