SNAP users were not allowed to get hot meals.
I asked WHY?? He said he thought it was sort of like a passive aggressive punishment doled out by congressional bill writers.
I think it more likely that "hot foods" sounds more like "dining out" whereas cold foods sound more like "food to be prepared at home". I agree that SNAP should not be paying for restaurant trips, deli trips, etc. if that's what this really is.

Yep, maybe that's it. I guess I didn't consider the grocery store "eating out," but that does make sense. I don't think it should work in restaurants, McDonald's or otherwise. But since they can legally buy cold subs, it seems a bit petty to not allow them to be heated. Just my opinion.
