That would help with the rust but not the flakey paint.

Or Evap-o- rust

The challenge with liquid based approached is the size.

Would it fit in a kiddie pool?

Maybe put it in a large plastic bag and submerge the bag in water. Add Evaporust to the inside if the bag.

For hydrolysis you will multiple anodes ( @DrHenley ?) since the rust removal will be greatest in the shortest path through electrolytes.

Then sand blasting may be the easy answer.
