I read it different.
Rachel is obviously selling candy bars for the school fundraiser.
Tracy rips off 4 from her and asks for the only quarter (25¢) she has made:(.
The original answer is correct: she would end up with a red face-cheek.
 
What does "...and asks for the remaining quarter" mean? 16 - 4 = 12. A quarter of 12 is 3. So Tracey would end up with 7 bars?

Or does that line mean something different? That's a very poorly worded question, unless there's some context we don't know about. I'm overthinking this, I know.
