I also believe strongly that with the NWO and the Pope's visit in the last week of this month, that the UN will admit to wanting to take over control of the world and religions and that the only religion used will be Muslim, just because they are so peace loving? Christians have already proved themselves as well as Catholics that they are not peace loving enough, that's why all these wars against Muslims?

No not Muslim and yes I like to have peace but that's impossible with this human race? I'm actually more of an agnostic but if I need to have a religion it would be Hinduism and "my God would be Shiva" the god of destruction? And you are wrong about my experiences in traveling there. I have traveled extensively in Africa,like racing in my early days in the Sahara where I met many Bedoiens, mostly Marokko, Turkey and have still many friends and contact there. Anyway if the stupid americans would stop fighting there for oil and heroin profits and leave those countries alone than there would be no reason for refugees to cross over to EU? More Lawless US Sanctions on Russia

Nations unilaterally or collectively may not impose sanctions on other countries, individuals, businesses or organizations. International law permits only Security Council members to impose them.

America’s odious history reflects abuse of power on an unprecedented scale. Illegally imposing sanctions is one of its many crimes - again against Russia for the fourth time since March 2014, for fabricated reasons relating to Ukraine, not legitimate ones.

Design Bureau, Rosoboronexport, Russian Aircraft Corporation and other companies were targeted. Russia’s Foreign Ministry responded sharply to Washington’s latest salvo, saying:“The expansion of sanctions list announced by Washington on September 2 which includes Russian companies and organizations, as well as several legal entities with Russian participation outside of our country, is not just another demonstration of US administration’s inability to appropriately assess the situation in Ukraine.”

“This is a reflection of a mindset rooted in the US ruling circles set on conscious and consistent destruction of basis for normalizing Russian-American relations.”

Obama’s war on Donbass letting Kiev junta proxy forces do its fighting and dying “is used by the US administration as a pretext for imposing on us the unacceptable ‘behavior model.’ “

“This time, in addition to incessant attempts to ‘link’ sanctions against Russian individuals and legal entities to the tragic developments in Ukraine, it was announced that illegal restrictions will be used against us in the framework of American legislation on Iran, Syria and North Korea.”

Washington rejects “easing tensions in ‘hot spots,’ but rather by irritation toward Russia’s independent position on the international arena and desire to ‘punish’ us for consistent defense of national interests, for free choice of residents of Crimea and Sevastopol, and thus to inflict damage on the Russian economy.”

New sanctions after three previous rounds reflects “another element in a whole series of hostile actions made by the US toward Russia lately in different spheres, including military, economic and visa aspects.”

“Washington’s unacceptable rhetoric is overboard. Such a reckless course arouses growing concern even among US allies. It can result in serious costs for international stability and will undoubtedly hit back at American interests.”

“Washington’s actions devalue its own signals about being interested in cooperation with us on several pressing international problems.”

“Futile attempts to exert sanctions pressure on us, as it seems, have not taught Washington strategists anything.”

The US Department of Commerce’s Bureau of Industry and Security said sanctioned Russian companies added to its Entity List act “contrary to the national security of foreign policy interests of the United States” - code language for opposing its hegemonic agenda.

Moscow should harbor no illusion about partnership with America. Lunatics in Washington want regime change - by color revolution or war.

They’re hellbent for letting nothing stop their maniacal drive for global dominance. Eliminating key rivals Russia and China is Washington’s top goal - even at the risk of unthinkable nuclear war.

In his latest article, Paul Craig Roberts said “(o)nce a country descends into evil, it doesn’t emerge.” America is the real evil empire, an unparalleled one in human history. Its arrogance and hubris may destroy us all.



 
Maidan 2.0 Erupting in Ukraine?

A previous article explained overwhelming anti-regime opposition. Ordinary people are fed up with economic conditions creating enormous hardships - ignored to enrich privileged interests and wage war on Donbass.

Sporadic protests erupted various times before - again Monday in front of parliament violently after police stopped thousands from storming the building, led by Right Sector Nazis, likeminded Svoboda party extremists and other ultranationalist elements.

Whether Monday’s violence signals the beginning of Maidan 2.0 remains to be seen. Elements involved include the most extremists segments of Ukrainian society - hooligan supporters of Nazi-era Stepan Bandera’s Organization of Ukrainian Nationalists (OUN-B). He collaborated in mass executions and ethnic cleansing.

If these elements gain power, fascist Ukraine on steroids will follow. The entire country could explode in violence - a reign of terror in Europe’s heartland, perhaps spilling cross-border, affecting neighboring countries Belarus, Hungary, Moldova, Poland, Romania, Slovakia and Russia, potentially embroiling the entire continent in conflict.

Live fire and a grenade thrown at police exploded during Monday clashes. Reports indicated five or more security forces killed, 10 hospitalized in serious condition, and scores of people wounded.

Internal affairs minister Arsen Avakov reported 100 or more injured, likely many more casualties if disruptions continue.

Dozens of arrests were made. “Investigation and punishment are inevitable,” said Avakov. “Around 30 people are detained. There will be more. The person who threw the grenade has been caught. Grenades have been seized, including an F1 maximum destruction grenade.”

Russia’s lower house State Duma International Affairs Committee chairman Alexey Pushkov commented on Monday’s riot saying:

“(Ultra)nationalists in Ukraine want to assert full and unquestionable power of radical forces. (N)either Merkel nor Hollande nor the Minsk agreements will help.”

Poroshenko “has to maneuver. He has to show Europe that he controls the situation in the country. However, I think that he can manage it less and less. And today’s events in Kiev demonstrate that (he) does not have complete control over the situation.”

He may be losing it altogether. He’s an impotent puppet taking orders from Washington. Pushkov expects continued deterioration.

“The Kiev regime will try to prove that Ukraine is a European country ready to accept the so-called European values,” he said. “But the Right Sector and the Svoboda party and other ultra-nationalist groups using Nazi ideas are not ready to accept the so-called European values.”

“They are ready to fight only for ultra-nationalist dictatorship in Ukraine. Here, I see a considerable conflict potential between Poroshenko and” and anti-regime elements.

Their alleged anger over constitutional decentralization amendments is misguided. They reject special status for Donbass. Poroshenko was clear in opposing it - flagrantly violating Minsk terms.

Whether turbulence in Kiev can be contained remains to be seen. Maybe Monday’s eruption is the start of something bigger.

In Syria, Putin Calls Obama’s Bluff, Joins War Against ISIS

According to German Economic News(September 1st, based on reports fromynetnews and others), Russia’s President Vladimir Putin has apparently decided to establish in Syria a military base with thousands of soldiers and sufficient air power to do in Syria what the Obama Administration won’t, which is to defeat ISIS and the other jihadists.

On the same day, washingtonsblog bannered, “Former CIA Boss and 4-Star General: U.S. Should Arm Al Qaeda,” and linked to several sources indicating that not only David Petraeus favors arming Al Qaeda, but much of the American establishment (who have sponsored Petraeus’s entire career) also does. The British aristocracy likewise does. In fact, that academic propaganda-piece, , discusses “the stark choices Western governments face in their policies towards Russia,” while it says nothing about “the stark choices” that Russia now faces in its policies toward the U.S. aristocracy, and toward Britain’s and other U.S-allied aristocracies.

“Brookings Wants More Villages Firebombed in Ukraine’s ‘Anti Terrorist Operation’.” (It’s actually an operation against theresidents of the part of Ukraine that had voted 90%+ for the Ukrainian leader whom the Obama Administration had just overthrown. The residents there had refused to accept Obama’s imposed regime.) The intended defeat of Russia is to come not only in the competition over oil and gas (such as between the Arabic oil potentates and Russia), but also by extending NATO right up to Russia’s borders, such as by installing next-door in Ukraine a rabidly anti-Russian government, via a coup in February 2014. (John Fitzgerald Kennedy didn’t like it when Nikita Khrushchev tried something similar against the United States in 1962. It was called “the Cuban Missile Crisis.”) The evidence is clear and overwhelming, though almost entirely absent in U.S. ‘news’ media, that America’s aristocracy place vastly higher priority upon defeating Russia than upon defeating Islamic jihad. (The implicit message to the families of America’s 9/11 victims is: “Just get lost.” But that subtle message from the aristocrats isn’t on America’s ‘news,’ either. Only their PR is.)

In fact, I provided essential background for this development, on August 16th, headlining “How & Why the U.S. Media Do Propaganda Against Russia.” This is a position by the U.S. “Establishment,” which is the entire network of think tanks and other fronts that are financed by the U.S. aristocracy (tax-free, moreover, to the aristocrats who finance these operations) so as to conquer Russia in order that the U.S. aristocracy will win unchallengeable global control, over every other nation’s aristocracy. I documented there that not only the Republican Party but the Obama-Clinton or “Establishment” wing of the Democratic Party, have been fully in agreement with Mitt Romney’s infamous 2012 statement against Russia, which Obama publicly condemned at the time, that, “this is, without question, our number one geopolitical foe”; and Obama’s very public attack against that statement helped him win the 2012 election, though Obama’s second Administration has actually been carrying out Romney’s policy there.

Obama has many cheerleaders in this global-conquest program, such as his advisor Zbigniew Brzezinski, who is proud to have helped start today’s Islamic jihad movement in order to defeat the Soviet Union. After the Soviet Union ended, Brzezinski’s hatred of Russians drove him to continue on as if it hadn’t. The war against “communism” has turned out to have been just a cover-story for these aristocrats’ war for global control, somewhat like the war against Islamic jihadists later morphed into a war against the residents of Ukraine’s pro-Russian far-east. Brzezinski was born to Polish nobility, and he retains that hatred from his childhood, which is why he has been so useful to America’s aristocrats, in order to help make the defeat of Russia into a “bipartisan” issue, and not merely an issue for Romney and the great bulk of America’s aristocrats, who are Republicans.

Basically, what Putin is apparently doing here is to go beyond the theatrics of Western aristocracies, the aristocracies that are led by America’s, and finally now to lay down the gauntlet, in Syria, against Islamic jihad. As I have previously documented, Islamic jihad is financed virtually entirely by multimillion-dollar individual contributions not only by the Saudi royal family, but also by the royals of the other Arabic oil countries. Without that constant flow of funds, the Sauds’ operation on their own side for global empire would collapse. Theirs is to be an Islamic global empire, much like America’s Dominionist Christions have (though far less successfully) aspired to creating a global Christian empire. Ever since 1945, the U.S. aristocracy and the Saudi royal family have been united together. Increasingly in the decades after the end of communism, the only thing that remains after the beast of “The Cold War” is the skeleton of expanding the American aristocracy’s empire, still married to the skeleton of the Sauds’ imperial ambitions. It could become an Earth-killing embrace: skeletons all-around and everywhere.

In one of the rare mainstream U.S. news reports about the unity between Arabic royals and the international Islamic jihad movement, America’s PBS “Frontline” documented that Islamic jihad is taught in schools that are financed by the Saudi royal family.

If the current report in German Economic News is true, then America’s President Obama will need to reassess his entire foreign policy, which has — overtly now, during his second Administration (after he had successfully fooled the American public to think that he didn’t agree with Romney) — been virtually obsessed with defeating Russia.

The U.S. regime has even bragged about its ability to stir up fear against Russia around the world.

America’s alliance with the Islamic jihad movement seems now to be directly challenged by Putin. If Obama is to continue his effort to replace the secular Shiite Syrian regime by an Islamic Sunni regime (one that will be controlled by the Sauds, and/or by the Qatari royal family the Thanis), the U.S. will then face the prospect of war against Russia, much as Obama has already built in Ukraine via his 2014 coup there, which is still prohibited from being reported about in the West — except via a few independent authentic news media (the few that aren’t controlled by aristocrats), which few (such as you are now reading) are allowed because they have only small audiences. As with the samizdat literature during the former Soviet Union, the truth is thus marginalized in the now overwhelmingly fascist-controlled, U.S.-dominated, West.

Vladimir Putin Straight Talk

A previous article explained Putin says what he means and means what he says. His forthright style follows through responsibly - in contrast to Obama, a serial liar with no credibility whatever.

Putin addressed reporters at Russia’s first Eastern Economic Forum - held from September 3 - 5 in Vladivostok, attended by about 1,500 business officials and other participants from Russia and Asia-Pacific nations.

Putin called the most serious refugee crisis since WW II “absolutely expected. We in Russia, and me personally a few years ago, said it straight that pervasive problems would emerge, if our so-called Western partners (America most of all) continue maintaining their flawed…foreign policy, especially in the regions of the Muslim world, Middle East, North Africa, which they pursue to date.”

Washington’s imperial agenda bears full responsibility for what’s happening. A human refugee flood is the direct result of US wars, its terror bombing campaign, its unwanted presence in a part of the world where it’s despised, and the jihadist proxy army it created to terrorize populations where they’re deployed.

People flee home areas in desperation - undertaking perilous journeys, seeking safe havens, risking everything to find them, anything to survive.

Thousands perish or go missing trying. Ending US direct and proxy wars is the only way to solve the refugee crisis. As long as they continue, the human flood will persist, increase, and overwhelm European countries complicit with US genocidal high crimes.

Germany, France, Italy, Greece and other NATO countries have themselves to blame - reaping the result of partnering with Washington’s imperial agenda. Putin rightly accused them of “blindly following American orders.”

He urged a united front against Islamic State terrorists and likeminded jihadists. He knows they’re a US/Western creation. Defeating them requires no longer recruiting, arming, funding, training and directing them.

Russia has its own refugee problem - the result of Obama’s proxy war on Donbass freedom fighters, using Kiev junta forces to do his dirty work.

Since aggressive war began in April 2014, over a million Ukrainians fled cross-border, seeking safe haven in Russia. Most remained.

They’ve been treated humanely, given “food, shelter and aid,” Putin explained. Over 100,000 applied for and got fast track help for citizenship.

In 2014, Russia had the world’s largest number of asylum seekers. It accepted 90% of requests - compared to European countries agreeing to far fewer numbers, some EU nations going out of their way block refugee entries or treat arrivals horrifically.

From January through August 2015, the European Commission noted an exponentially increasing human refugee flood - over 400,000 seeking refuge in 28 EU member states, a flow perhaps approaching a million within months, five-times the year-ago total, with no end in sight because nations complicit with Washington’s imperial agenda do nothing to responsibly address a major problem demanding resolution, beginning with no longer tolerating endless US wars.

Putin addressed conflict and deplorable internal conditions in Ukraine - saying diplomacy and dialogue with Donbass officials are essential, calling key regime posts held by foreigners “an insult to the Ukrainian people,” revealing a colonized state, not a sovereign one.

Constitutional amendments introduced are “a pretext for escalating the political struggle for power” and continuing endless conflict.

How long will Ukrainians “endure this chaos,” he asked? How long before their “patience” runs out?

World peace depends on containing America’s aggressive agenda. A Sino/Russian alliance is humanity’s best hope for achieving the UN Charter’s goal of “sav(ing) succeeding generations from the scourge of (another global) war.”

 
Is the New U.S. 'Law of War Manual' Actually ‘Hitlerian'?

The Obama U.S. Department of Defense (DoD) has quietly issued its importantLaw of War Manual, and, unlike its predecessor, the 1956 U.S. Army Field Manual, which was not designed to approve of the worst practices by both the United States and its enemies in World War II, or after 9/11, this new document has been alleged specifically to do just that: to allow such attacks as the United States did on Dresden, Hiroshima, and Nagasaki, and in Iraq, and elsewhere.

First here will be a summary of previous news reports about this historically important document; then, extensive quotations from the actual document itself will be provided, relating to the allegations in those previous news reports. Finally will be conclusions regarding whether, or the extent to which, those earlier news reports about it were true.

“DoD Announces New Law of War Manual.” This press release was published and discussed only in a few military newsmedia, not in the general press.

The document was then anonymously reported on June 25th, at the non-military site,

under the headline, "The USA writes their own version of 'International Law’: Pentagon Rewrites ‘Law of War’ Declaring ‘Belligerent’ Journalists as Legitimate Targets.”

That news article attracted some attention from journalists, but no link was provided to the actual document, which the U.S. DoD removed promptly after issuing it.

A professor of journalism was quoted there as being opposed to the document’s allegedly allowing America’s embedded war journalists to kill the other side’s journalists. He said: "It gives them license to attack or even murder journalists that they don’t particularly like but aren’t on the other side.”

Patrick Martin at the World Socialist Web Site, then headlined on August 11th, “Pentagon manual justifies war crimes and press censorship,” and he reported that the Committee to Protect Journalists was obsessed with the document’s implications regarding journalists. A link was provided to the document, but the link is dead.

Then, Sherwood Ross headlined at opednews on August 13th, "Boyle: New Pentagon War Manual Reduces Us to 'Level of Nazis’,” and he interviewed the famous expert on international law, Francis Boyle, about it, who had read the report. Ross opened: "The Pentagon's new Law of War Manual(LOWM) sanctioning nuclear attacks and the killing of civilians, 'reads like it was written by Hitler's Ministry of War,' says international law authority Francis Boyle of the University of Illinois at Champaign.” Ross continued: "Boyle points out the new manual is designed to supplant the 1956 U.S. Army Field Manual 27-10 written by Richard Baxter, the world's leading authority on the Laws of War. Baxter was the Manley O. Hudson Professor of Law at Harvard Law School and a Judge on the International Court of Justice. Boyle was his top student.”

Ross did not link to the actual document. The only new information he provided about it consisted of Boyle’s opinions about it.

Though the DoD removed the document, someone had fortunately already copied it into the Web Archive, and I have linked to it there, at the top of the present article, to make the source-document easily accessible to the general public. The document is 1,204 pages. So, finally, the general public can see the document and make their own judgments about it. What follows will concern specifically the claims about it that were made in those prior news articles, and will compare those claims with the relevant actual statements in the document itself. Reading what the document says is worthwhile, because its predecessor, the Army Field Manual, became central in the news coverage about torture and other Bush Administration war-crimes.

THE DOCUMENT:

First of all, regarding “journalists,” the document, in Chapter 4, says: "4.24.2 Journalists and other media representatives are regarded as civilians;471 i.e., journalism does not constitute taking a direct part in hostilities such that such a person would be deprived of protection from being made the object of attack.472.” Consequently, the journalism professor’s remark is dubious, at best, but probably can be considered to be outright false.

The charge by the international lawyer, Professor Boyle, is a different matter altogether.

This document says, in Chapter 5: “5.3.1 Responsibility of the Party Controlling Civilian 5.3.1 Persons and Objects. The party controlling civilians and civilian objects has the primary responsibility for the protection of civilians and civilian objects.13[13 See J. Fred Buzhardt, DoD General Counsel, Letter to Senator Edward Kennedy, Sept. 22, 1972. …] The party controlling the civilian population generally has the greater opportunity to minimize risk to civilians.14[14 FINAL REPORT ON THE PERSIAN GULF WAR 614. …] Civilians also may share in the responsibility to take precautions for their own protection.15[15 U.S. Comments on the International Committee of the Red Cross’s Memorandum on the Applicability of International Humanitarian Law in the Gulf Region, Jan. 11, 1991. …]” This is directly counter to what Professor Boyle was alleged to have charged about the document.

The document continues: "5.3.2 Essentially Negative Duties to Respect Civilians and to Refrain From Directing Military Operations Against Them. In general, military operations must not be directed against enemy civilians.16 In particular:
• Civilians must not be made the object of attack;17
• Military objectives may not be attacked when the expected incidental loss of life and injury to civilians or damage to civilian objects would be excessive in relation to the concrete and direct military advantage expected to be gained;18
• Civilians must not be used as shields or as hostages;19 and
• Measures of intimidation or terrorism against the civilian population are prohibited, including acts or threats of violence, the primary purpose of which is to spread terror among the civilian population.20"

Furthermore: “5.3.3 Affirmative Duties to Take Feasible Precautions for the Protection of Civilians and Other Protected Persons and Objects. Parties to a conflict must take feasible precautions to reduce the risk of harm to the civilian population and other protected persons and objects.27 Feasible precautions to reduce the risk of harm to civilians and civilian objects must be taken when planning and conducting attacks.28”

Moreover: "5.5.2 Parties to a conflict must conduct attacks in accordance with the principles of distinction and proportionality. In particular, the following rules must be observed:
• Combatants may make military objectives the object of attack, but may not direct attacks against civilians, civilian objects, or other protected persons and objects.66
• Combatants must refrain from attacks in which the expected loss of life or injury to civilians, and damage to civilian objects incidental to the attack, would be excessive in relation to the concrete and direct military advantage expected to be gained.67
• Combatants must take feasible precautions in conducting attacks to reduce the risk of harm to civilians and other protected persons and objects.68
• In conducting attacks, combatants must assess in good faith the information that is available to them.69
• Combatants may not kill or wound the enemy by resort to perfidy.70
• Specific rules apply to the use of certain types of weapons.71”

In addition: "5.5.3.2 AP I Presumptions in Favor of Civilian Status in Conducting Attacks. In the context of conducting attacks, certain provisions of AP I reflect a presumption in favor of civilian status in cases of doubt. Article 52(3) of AP I provides that ‘n case of doubt whether an object which is normally dedicated to civilian purposes, such as a place of worship, a house or other dwelling or a school, is being used to make an effective contribution to military actions, it shall be presumed not to be so used.’76 Article 50(1) of AP I provides that ‘n case of doubt whether a person is a civilian, that person shall be considered to be a civilian.’”

Then, there is this: "5.15 UNDEFENDED CITIES, TOWNS, AND VILLAGES. Attack, by whatever means, of a village, town, or city that is undefended is prohibited.360 Undefended villages, towns, or cities may, however, be captured.”

Furthermore: "5.17 SEIZURE AND DESTRUCTION OF ENEMY PROPERTY. Outside the context of attacks, certain rules apply to the seizure and destruction of enemy property:
• Enemy property may not be seized or destroyed unless imperatively demanded by the necessities of war.”

These features too are not in accord with the phrase 'reads like it was written by Hitler's Ministry of War.’

However, then, there is also this in Chapter 6, under “6.5 Lawful Weapons":

"6.5.1 Certain types of weapons, however, are subject to specific rules that apply to their use by the U.S. armed forces. These rules may reflect U.S. obligations under international law or national policy. These weapons include:
• mines, ****y-traps, and other devices (except certain specific classes of prohibited mines, ****y-traps, and other devices);38
• cluster munitions;39
• incendiary weapons;40
• laser weapons (except blinding lasers);41
• riot control agents;42
• herbicides;43
• nuclear weapons; 44 and
• explosive ordnance.45
6.5.2 Other Examples of Lawful Weapons. In particular, aside from the rules prohibiting weapons calculated to cause superfluous injury and inherently indiscriminate weapons,46 there are no law of war rules specifically prohibiting or restricting the following types of weapons by the U.S. armed forces: …
• depleted uranium munitions;51”

Mines, cluster munitions, incendiary weapons, herbicides, nuclear weapons, and depleted uranium munitions, are all almost uncontrollably violative of the restrictions that were set forth in Chapter 5, preceding.

There are also passages like this:

"6.5.4.4 Expanding Bullets. The law of war does not prohibit the use of bullets that expand or flatten easily in the human body. Like other weapons, such bullets are only prohibited if they are calculated to cause superfluous injury.74 The U.S. armed forces have used expanding bullets in various counterterrorism and hostage rescue operations, some of which have been conducted in the context of armed conflict.
The 1899 Declaration on Expanding Bullets prohibits the use of expanding bullets in armed conflicts in which all States that are parties to the conflict are also Party to the 1899 Declaration on Expanding Bullets.75 The United States is not a Party to the 1899 Declaration on Expanding Bullets, in part because evidence was not presented at the diplomatic conference that expanding bullets produced unnecessarily severe or cruel wounds.76”

The United States still has not gone as far as the 1899 Declaration on Expanding Bullets. The U.S. presumption is instead that expanding bullets have not “produced unnecessarily severe or cruel wounds.” This is like George W. Bush saying that waterboarding, etc., aren’t “torture.” The document goes on to explain that, "expanding bullets are widely used by law enforcement agencies today, which also supports the conclusion that States do not regard such bullets are inherently inhumane or needlessly cruel.81” And, of course, the Republicans on the U.S. Supreme Court do not think that the death penalty is either “cruel” or “unusual” punishment. Perhaps Obama is a closeted Republican himself.

The use of depleted uranium was justified by an American Ambassador’s statement asserting that, “The environmental and long-term health effects of the use of depleted uranium munitions have been thoroughly investigated by the World Health Organization, the United Nations Environmental Program, the International Atomic Energy Agency, NATO, the Centres for Disease Control, the European Commission, and others. None of these inquiries has documented long-term environmental or health effects attributable to use of these munitions.”

However, according to Al Jazeera’s Dahr Jamail, on 15 March 2013: "Official Iraqi government statistics show that, prior to the outbreak of the First Gulf War in 1991, the rate of cancer cases in Iraq was 40 out of 100,000 people. By 1995, it had increased to 800 out of 100,000 people, and, by 2005, it had doubled to at least 1,600 out of 100,000 people. Current estimates show the increasing trend continuing. As shocking as these statistics are, due to a lack of adequate documentation, research, and reporting of cases, the actual rate of cancer and other diseases is likely to be much higher than even these figures suggest.” If those figures are accurate, then the reasonable presumption would be that depleted uranium should have been banned long ago. Continuing to assert that it’s not as dangerous a material as people think it is, seems likely to be based on cover-up, rather than on science. Until there is proof that it’s not that toxic, the presumption should be that it must be outlawed.

Finally, though the press reports on this document have not generally focused on the issue of torture, it’s worth pointing out what the document does say, about that:

“5.26.2 Information Gathering. The employment of measures necessary for obtaining information about the enemy and their country is considered permissible.727
Information gathering measures, however, may not violate specific law of war rules.728
For example, it would be unlawful, of course, to use torture or abuse to interrogate detainees for purposes of gathering information.”

And: “9.8.1 Humane Treatment During Interrogation. Interrogation must be carried out in a manner consistent with the requirements for humane treatment, including the prohibition against acts of violence or intimidation, and insults.153
No physical or mental torture, nor any other form of coercion, may be inflicted on POWs to secure from them information of any kind whatever.154 POWs who refuse to answer may not be threatened, insulted, or exposed to unpleasant or disadvantageous treatment of any kind.155
Prohibited means include imposing inhumane conditions,156 denial of medical treatment, or the use of mind-altering chemicals.157”

Those provisions would eliminate George W. Bush’s ‘justification’ for the use of tortures such as waterboarding, and humiliation.

Furthermore: “8.2.1 Protection Against Violence, Torture, and Cruel Treatment. Detainees must be protected against violence to life and person, in particular murder of all kinds, mutilation, cruel treatment, torture, and any form of corporal punishment.29”

Therefore, even if Bush’s approved forms of torture were otherwise allowable under Obama’s new legal regime, some of those forms, such as waterboarding, and even “insults,” would be excluded by this provision.

Moreover: “8.2.4 Threats to Commit Inhumane Treatment. Threats to commit the unlawful acts described above (i.e., violence against detainees, or humiliating or degrading treatment, or biological or medical experiments) are also prohibited.37”

And: “8.14.4.1 U.S. Policy Prohibiting Transfers in Cases in Which Detainees Would Likely Be Tortured. U.S. policy provides that no person shall be transferred to another State if it is more likely than not that the person would be tortured in the receiving country.”

Therefore, specifically as regards torture, the Obama system emphatically and clearly excludes what the Bush interpretation of the U.S. Army Field Manual allowed.

CONCLUSIONS:

What seems undeniable about the Law of War Manual, is that there are self-contradictions within it. To assert that it "reads like it was written by Hitler's Ministry of War,” is going too far. But, to say that it’s hypocritical (except, perhaps, on torture, where it’s clearly a repudiation of GWB’s practices), seems safely true.

This being so, Obama’s Law of War Manual should ultimately be judged by Obama’s actions as the U.S. Commander in Chief, and not merely by the document’s words. Actions speak truer than words, even if they don’t speak louder than words (and plenty of people still think that Obama isn’t a Republican in ‘Democratic’ verbal garb: they’re not tone-deaf, but they surely are action-deaf; lots of people judge by words not actions). For example: it was Obama himself who arranged the bloody coup in Ukraine and the resulting necessary ethnic cleansing there in order to exterminate or else drive out the residents inthe area of Ukraine that had voted 90+% for the Ukrainian President whom Obama’s people (via their Ukrainian agents) had overthrown. Cluster bombs, firebombs, and other such munitions have been used by their stooges for this purpose, that ethnic cleansing: against the residents there. Obama has spoken publicly many times defending what they are doing, but using euphemisms to refer to it. He is certainly behind the coup and its follow-through in the ethnic cleansing, and none of it would be happening if he did not approve of it. Judging the mere words of Obama’s Law of War Manual bySyriaObama’s actions (such as in Ukraine, but also , and Libya) is judging it by how he actually interprets it, and this technique of interpreting the document provides the answer to the document’s real meaning. It answers the question whenever there are contradictions within the document (as there indeed are).

Consequently, what Francis Boyle was reported to have said is, in the final analysis, true, at least in practical terms — which is all that really counts — except on torture, where his allegation is simply false.

Obama’s intent, like that of anyone, must be drawn from his actions, his decisons, not from his words, whenever the words and the actions don’t jibe, don’t match. When his Administration produced its Law of War Manual, it should be interpreted to mean what his Administration has done and is doing, not by its words, wherever there is a contradiction between those two.

This also means that no matter how much one reads the document itself, some of what one is reading is deception if it’s not being interpreted by, and in the light of, an even more careful reading of Obama’s relevant actions regarding the matters to which the document pertains.

Otherwise, the document is being read in a way that confuses its policy statements with its propaganda statements.

Parts of the document are propaganda. The purpose isn’t to fool the public, who won’t read the document (and Obama apparently doesn’t want them to). The purpose of the propaganda is to enable future presidents to say, “But if you will look at this part of the Manual, you will see that what we are doing is perfectly legal.” Those mutually contradictory passages are there in order to provide answers which will satisfy both the ‘hawks’ and the ‘doves.’
 
False Reports of Russian Military Intervention in Syria

After numerous US-led Western reports of nonexistent “Russian aggression” in Ukraine, how could anyone believe its military intervened in Syria - especially when Kremlin spokesman Dmitry Peskov (speaking for Putin) categorically denied it, and no verifiable evidence refutes him.

Believe nothing Western media claim, Peskov stressed. “(T)his issue has never been discussed in any way” - nor has Assad asked for direct Russian involvement. Commenting on an earlier statement by Russian airborne troops commander Vladimir Shamanov, Peskov added: There ought to be no doubts that Russian airborne troops will fulfill any order from their-commander-in chief” Vladimir Putin.

here and here) alleging Moscow’s military intervention in Syria, he said don’t expect it there or anywhere else.

On the one hand, acting unilaterally is illegal. Security Council members alone can authorize intervention. On the other, popular internal Russian support is lacking.

“It is one thing to defend your own country or your own citizens (when attacked) and quite another to intervene” in another nation’s conflict hundreds of miles away, said The Saker.

Russia is legally justified in aiding Assad by “sending advisors, sharing intelligence and supplying weapons.” Unilateral direct military intervention in another country is another matter entirely.

Moscow learned a “painful” lesson in Afghanistan. What began in the 1980s as a “limited military intervention” became protracted conflict and bitter defeat. It wants no repeat decades later.

The Saker cited Russia’s Federal Law N61-F3 “On Defense”, Section IV, Article 10, Para 2. It states the mission of the Russian Armed Forces is to “repel aggression against the Russian Federation, the armed defense of the integrity and inviolability of the territory of the Russian Federation, and to carry out tasks in accordance with international treaties of the Russian Federation” - nothing else.

Russia’s Constitution, Chapter IV, Article 80, Para 2 states:

“The President of the Russian Federation shall be guarantor of the Constitution of the Russian Federation, of the rights and freedoms of man and citizen.”

“According to the rules fixed by the Constitution of the Russian Federation, he shall adopt measures to protect the sovereignty of the Russian Federation, its independence and state integrity, ensure coordinated functioning and interaction of all the bodies of state power.”

Unlike America, Russia isn’t the world’s policeman and doesn’t operate this way, The Saker explained. It doesn’t wage endless wars of aggression anywhere - or maintain a global empire of bases, used as launching points for premeditated conflicts.

Putin has no legal right or popular mandate to operate contrary to Russian constitutional or international law. His power comes from his overwhelming popular support, The Saker explained - because his “actions are in conformity with the will and desires of the Russian people.”

He was elected “to defend their interests.” All Russian soldiers take the following oath:

“I, (full name), do solemnly swear allegiance to the Fatherland - the Russian Federation. I swear to faithfully observe the Constitution of the Russian Federation, to comply strictly with the requirements of the military regulations, the orders of my commanders and superiors.”

“I swear to honorably perform my military duties, to courageously defend the freedom, independence and constitutional order of Russia, the people and the fatherland.”

No other obligation exists or is constitutionally permitted. America systematically breaches international, constitutional and US statute laws unaccountably - waging endless wars of aggression against invented enemies threatening no one, with no regard for the interests and welfare of its people, except its privileged few profiting hugely by inflicting pain and misery worldwide.

It’s permanently at war with humanity - targeting all sovereign independent countries for regime change, wanting unchallenged dominion over planet earth, its resources and populations, tolerating no challengers to its hegemonic agenda.

Syria is Obama’s war. So are Afghanistan and Iraq inherited from George Bush, Libya, Donbass, Yemen and partnered with Israel’s anti-Palestinian crusade on his own, as well as covert destabilizing efforts against various other countries.

America is the greatest threat to world peace. Humanity’s survival depends on stopping its madness.

 
Will Stepan Bandera III Allow Kiev to Destroy the Bandera Legacy?

Part of the Ukrainian Diaspora is trying to cast the crowning achievement of his grandfather “the real Stepan Bandera” to the ash-heap of history. This move is geared to crush the hope for freedom of generations of Bandera supporters.

In an effort to co-opt Ukrainian Nationalism out from under the Bandera brand, emigre nationalist leaders are already starting to refer to Stepan Bandera as a “disgruntled Pollack with a bad sense of direction!” Questions asking if the original Stepan Bandera even visited Ukraine are now being voiced. Most importantly, Stepan Bandera’s honor and commitment are being challenged by Ukrainian Diaspora leaders.

For Stepan Bandera III, Public Law 86-90 represents the pinnacle of his family history. Shown below, just like North Vietnam, Ukraine did not exist without it. The country called Ukraine only came into being in 1991.

If you look at every steering committee at CUSUR you will find the name Stepan Bandera as one of the steering committee members moving Ukraine into the European fold.

This one name appears on all of the steering committees of the CUSUR. As you’ll see in UA Quest Roundtable Steering Committees , that name is Stepan Bandera.

Opposing this and steering Ukraine away from Europe and NATO involvement, other than handouts you will also find perennial keynote speaker Valentin Nalyvaichenko. Nalyvaichenko shared the podium with US Congressmen, Military brass from the Pentagon and NATO, as well as department of State, and Business representatives from America’s largest corporations about integrating Ukraine.

What Nalyvaichenko actually brought to the table over the past decade was the perspective and demands of Nalyvaichenko’s superior in Tryzub Banderi, Dimitri Yarosh .

Nalyvaichenko, who seemed to be the right choice based on his credentials became the obstruction and not the bridge to democracy the US government was hoping for.

In late spring 2015 when asked about Ukrainian intelligence reform he stated openly that Ukraine will follow the OUNb/UPA model and there was no need to pursue a foreign model. The model Nalyvaichenko was referring to was the OUNb SB terror group. The “SB” were known for their murder and torture skills worldwide during the 1950- 60’s.

This alone would keep Ukraine out of NATO. During his tenure starting under Yushchenko, Nalyvaichenko gave budding speeches abroad while pushing Yarosh’s agenda at home.

It is an amazing thing that Dimitri Yarosh has maintained a larger voice in Congress pushing his agendas than sitting presidents in Ukraine where ever the opportunity came up.

To NATO or not to NATO, that is the Question

After understanding the two sides to the equation, do you need to ask which side is winning? Is it the pro-European Stepan Bandera or the anti- Bandera Maidan factions of Tygnibok, Nalyvaichenko, Yarosh, or Poroshenko?

Do any of these grade B comic book actors opinions really matter when the decision was made over 10 years ago?

According to the US Army, Ukraine’s ascension to “the organization (NATO) is restrained by the country’s inability to qualify politically and economically for North Atlantic Treaty Organization (NATO) membership soon.”

Politically to qualify for NATO membership, a country has to be a democracy and well on its way to having a stable economy. NO NATO For You!

In the same monograph, current Secretary of Defense Ashton Carter and Dr. Zbigniew Brzezinski described the inability to rely on Ukraine’s nationalist intellectual heritage to right the problem.

In a word, according to both men, snowballs have a better chance of surviving hell than a Ukrainian nationalist understanding Democracy or much else going on in the world around them. Describing Kiev’s ability to the understand the world it lived in prior to Maidan under then president Victor Yuschenko:

“It (Ukraine’s nationalist government) was intellectually decapitated as a matter of deliberate policy during the Stalin years and beyond so that the most able and energetic Ukrainians were either killed or magnetically attracted to Moscow and Russified.” Zbigniew Brzezinski, “Ukraine and Europe,” Fulfilling the Promise: Building an Enduring Security Partnership Between Ukraine and NATO, Ashton B. Why are smart Ukrainians magnetically drawn toward Moscow?

The nationalists insisted on the primacy of will over reason, action over thought, and practice over theory. Their doctrine of nationalism was[is] infused with aspects of the irrational, voluntaristic, and vitalistic theories…In the place of objective scientific discovery the nationalists propagated myths and favored an ideologically ‘correct’ image of the Ukrainian past. Right now Poroshenko is poised to take the EU by storm as the new improved education system is set to provide the most competitive priced day labor on the continent.

Beyond that by finally legalizing the organ trade that Ukraine has been cited for as a world leader in, Ukrainian kids will always have a way to make an extra hryvnia or two.

The Ukrainian nationalists running the government and the Ukrainian war remind me of a rabid version of MTV’s Beavis and Butthead, even if they are a bit more intellectually challenged.

Will Europe catch up and comes to grips with the fact that Zbigniew Brzezinski, Henry Kissinger, Secretary Ashton Carter, and the US Army War College are on the same page concerning the violently anti- intellectual and demented nature of Ukrainian Nationalists ruling in Kiev?

The 2004 Army Monograph which was funded by the US Army War College External Research Associates Program admits the unthinkable. Are you ready?

Ukraine, in the same vein as North Vietnam, and Cossackia did not exist outside Public Law 86-90 until 1991. Yes, its true! Like North Vietnam or a Cossackia, “the Ukraine” recognized by the US existed first in the mind of Stepan Bandera! The reference in the monograph is to the almost but not quite government of Simon Petlura, but Bandera’s legitimacy had to stem from some source no matter how shaky.

This actually means Donbass has a stronger claim to existence than the new country called Ukraine, first realized in 1991,overthrown, and again a new country in 2014.

Yarosh was hand picked by the last of the 1st generation Banderites, Slava Stetsko. The Pravy Sektor core group Tryzub, was originally put together as her private army. George Mazni, former UCCA Arizona president wrote praises to the memory of Alexey Mozgovoy in comments to the article “US Congress and President Obama Officially Recognize Donbas’ Freedom!” at OpEdNews.com.

Mazni, whose UCCA tenure was at the end of the cold war had a government in exile position akin to a US state governor for the emigre world. He has a very informed opinion when giving insight into the politics of the emigres. Mazni went further to state that if the Cossack Commander Alexey Mozgovoy of Prizrak(Ghost) Battalion were alive he might consider “Cossackia” a legitimate undertaking. I agree wholeheartedly this would be a good move.

One of the biggest open secrets of the war is that commanders from both sides get together for Tet-a-tets regularly and have tea. Alexey Mozgovy’s Prizrak pioneered this effort. The one thing both sides agree on is that neither of them can stand the punisher battalions the emigres are currently funding. The discussions range from how they don’t want to kill each other because they are one people, to marching on Kiev together, and of course destroying the punisher battalions outright. Statues to WWII Nazi SS are not acceptable on US soil and violate Federal law. From Glenbrook, NY, to Phoenix, Chicago, NYC, Boston, Philadelphia and the other major cities, the monuments that glorify Nazism in America must be destroyed. Part of the Ukrainian Diaspora is trying to cast the crowning achievement of his grandfather “the real Stepan Bandera” to the ash-heap of history. This move is geared to crush the hope for freedom of generations of Bandera supporters.

In an effort to co-opt Ukrainian Nationalism out from under the Bandera brand, emigre nationalist leaders are already starting to refer to Stepan Bandera as a “disgruntled Pollack with a bad sense of direction!” Questions asking if the original Stepan Bandera even visited Ukraine are now being voiced. Most importantly, Stepan Bandera’s honor and commitment are being challenged by Ukrainian Diaspora leaders.

For Stepan Bandera III, Public Law 86-90 represents the pinnacle of his family history. Shown below, just like North Vietnam, Ukraine did not exist without it. The country called Ukraine only came into being in 1991.

If you look at every steering committee at CUSUR you will find the name Stepan Bandera as one of the steering committee members moving Ukraine into the European fold.

Nalyvaichenko shared the podium with US Congressmen, Military brass from the Pentagon and NATO, as well as department of State, and Business representatives from America’s largest corporations about integrating Ukraine.

What Nalyvaichenko actually brought to the table over the past decade was the perspective and demands of Nalyvaichenko’s superior in Tryzub Banderi, Dimitri Yarosh .

Nalyvaichenko, who seemed to be the right choice based on his credentials became the obstruction and not the bridge to democracy the US government was hoping for.

In late spring 2015 when asked about Ukrainian intelligence reform he stated openly that Ukraine will follow the OUNb/UPA model and there was no need to pursue a foreign model. The model Nalyvaichenko was referring to was the OUNb SB terror group. The “SB” were known for their murder and torture skills worldwide during the 1950- 60’s.

This alone would keep Ukraine out of NATO. During his tenure starting under Yushchenko, Nalyvaichenko gave budding speeches abroad while pushing Yarosh’s agenda at home.

It is an amazing thing that Dimitri Yarosh has maintained a larger voice in Congress pushing his agendas than sitting presidents in Ukraine where ever the opportunity came up.

To NATO or not to NATO, that is the Question

After understanding the two sides to the equation, do you need to ask which side is winning? Is it the pro-European Stepan Bandera or the anti- Bandera Maidan factions of Tygnibok, Nalyvaichenko, Yarosh, or Poroshenko?

Do any of these grade B comic book actors opinions really matter when the decision was made over 10 years ago?

According to the US Army, Ukraine’s ascension to “the organization (NATO) is restrained by the country’s inability to qualify politically and economically for North Atlantic Treaty Organization (NATO) membership soon.”

Politically to qualify for NATO membership, a country has to be a democracy and well on its way to having a stable economy. Ukraine has asked the Roman Catholic Pontiff to canonize Stepan Bandera, which will never happen. Picture “Saint Stepan Bandera” saint of our former and latter Holocaust? Saint of we kill everybody? Saint of nazis everywhere?

Of course given Ukrainian nationalists love affair with self destruction, as soon as “a leader” is established or changed out Maidan style, that is all subject to change.

Toward the mid-1950’s the CIA wrote a white paper predicting who would kill Stepan Bandera. There were only seven possibilities. The CIA named the US at the top of the list and the Soviet Union second. The problem was neither country knew where Bandera was. Only five men in the world did. Only one had anything substantial to gain from it. He gained everything. He was third on the list. His hand picked successor is one of the horses in the heir to Bandera race.

The KGB had to have been given the address to find the worlds most elusive terrorist by someone. Linked innocuously to one of my earlier articles, the paper really sheds light on the level of betrayal that characterizes the OUN and emigre leadership. As much as Secretary Ashton Carter thinks it will make their heads hurt, nationalists can look through and research the paper’s location themselves.

Will Stepan Bandera III stand up for the the people that supported his grandfather and whose relatives make up the diaspora? Will he give his voice for their right to live safe from Poroshenko’s persecution? Will he join his father as one of the unfortunate or unlucky Banderas? Or will he stay out of history and be remembered as that mediocre bartender with a funny name who made an adequate 7&7?

In late spring 2015 when asked about Ukrainian intelligence reform he stated openly that Ukraine will follow the OUNb/UPA model and there was no need to pursue a foreign model. The model Nalyvaichenko was referring to was the OUNb SB terror group. The “SB” were known for their murder and torture skills worldwide during the 1950- 60’s.

This alone would keep Ukraine out of NATO. During his tenure starting under Yushchenko, Nalyvaichenko gave budding speeches abroad while pushing Yarosh’s agenda at home.

To NATO or not to NATO, that is the Question

After understanding the two sides to the equation, do you need to ask which side is winning? Is it the pro-European Stepan Bandera or the anti- Bandera Maidan factions of Tygnibok, Nalyvaichenko, Yarosh, or Poroshenko?

Do any of these grade B comic book actors opinions really matter when the decision was made over 10 years ago?

According to the US Army, Ukraine’s ascension to “the organization (NATO) is restrained by the country’s inability to qualify politically and economically for North Atlantic Treaty Organization (NATO) membership soon.”

Politically to qualify for NATO membership, a country has to be a democracy and well on its way to having a stable economy. NO NATO For You!

Prior to 1991 Western Ukraine had an industrial base. When the Ukrainian nationalists took over in Kiev, industry outside Russia leaning areas died. Southeast Ukraine and primarily Donbass became the centers of technical knowledge and manufacturing power for Ukraine.

“Given that Ukrainians themselves had a rather limited ability to present their historical arguments[that’s gotta hurt, seriously], their influence on U.S. foreign policy prior to becoming independent was also limited, being realized only through émigré circles. The above-mentioned dominant perceptions of Ukrainians as “unpredictable and dangerous nationalists” were very likely behind the logic of the famous speech in August 1991 by U.S. President George Bush…[Americans] will not aid those who promote a suicidal nationalism based on ethnic hatred.” Such warning naturally surprised Ukrainians and ignited protests and demonstrations from the Ukrainian Diaspora in the United States.”

He was forced to resign the Ukrainian Defense Ministry the day after his grade school IQ results were released.

President Poroshenko’s Official Response

Petro Poroshenko’s official response to all this was education reform. He cut the high school graduation age by two years and two full grades. Imagine letting loose the average American high school freshman on the world at 15 years of age. They can be drafted. They can work. They graduated! Won’t American kids be jealous?

Right now Poroshenko is poised to take the EU by storm as the new improved education system is set to provide the most competitive priced day labor on the continent.

Beyond that by finally legalizing the organ trade that Ukraine has been cited for as a world leader in, Ukrainian kids will always have a way to make an extra hryvnia or two.

This actually means Donbass has a stronger claim to existence than the new country called Ukraine, first realized in 1991,overthrown, and again a new country in 2014.

LaRouche: Putin Can Change the Game with Syria Intervention

Sept. 2 (EIRNS)-Amid widespread reports that Russian President Vladimir Putin is about to intervene militarily in Syria to defend the sovereign government of President Bashar Assad, against the genocidal lunatics of the Islamic State (ISIS), Lyndon LaRouche has thrown his support behind Putin. A Russian military intervention at this time would be a "strategic game changer," that would crucially frustrate President Barack Obama's plans for a military confrontation with Moscow.

Over the past 48 hours, news reports from a wide range of venues have all indicated that Putin is about to dispatch Russian fighter planes and as many as 2,000 Russian pilots and support personnel to Syria, to defend the country against the ongoing ISIS onslaught. A Syrian newspaper, close to the Assad government, reported that Russia is planning to build a new naval facility on the Mediterranean coast near the city of Latakia, and that Russian air force personnel are moving into air bases on the outskirts of Damascus, and are soon to launch air operations against ISIS and other jihadist rebels in coordination with the Syrian air force. According to one U.S. intelligence source, Russia has been secretly negotiating with Israel to avert a confrontation, and has been also conferring with Iran over the coordination of support for the Assad government. In recent days, the Daily Telegraph has confirmed that ISIS has been using mustard gas and other chemical weapons in attacks on towns in both northern Syria and in the Kurdish Region of Iraq.

LaRouche noted today that "Putin is the only one with the authority to support Syria militarily. It is an immediate game-changer, on the table right now." LaRouche added that such an action by Putin would be in response to the fact that Obama has taken actions, "escalating the move to crush Syria. If Putin acts now to provide military support, Obama will be cornered. His entire policy of war provocation against Russia will fall apart."

LaRouche further noted that Putin has, in the past, shown the kind of leadership qualities to act decisively in the face of an existential threat. "I saw it personally in the 1998-99 period, when Putin was confronted with a major destabilization by Chechen terrorists."

The fraud of the U.S., Saudi, Turkish and Qatari interventions in Iraq and Syria have been exposed by the fact that, after two years of continuous military operations, ISIS and other jihadist fronts like the Nusra Front, have continued to expand, grabbing more territory and drawing in foreign fighters who conveniently slip across the borders from Turkey into Syria and Iraq. Gen. Michael Flynn, former head of the Defense Intelligence Agency made clear, in a July 29, 2015 interview with Al Jazeera TV, that President Obama willfully gave his support to the jihadists, despite direct and detailed warnings from DIA and other U.S. intelligence agencies about the consequences. A second former top DIA official pointed out that, when NATO, at the Turkish government's request, established Patriot missile batteries along the Turkish border with Syria, they, in effect, created a no-fly zone in which Nusra Front and ISIS could freely operate without threat of bombing from the Syrian air force.

Putin is in a position to fundamentally alter the strategic equation, globally, by taking this pre-emptive action in support of the Assad government. Putin is well aware of President Obama's commitment to provoke a general war with Russia.

"Sometimes," LaRouche concluded, "it is no longer possible to avoid a conflict. Under those circumstances, the only available option is the appropriate, pre-emptive flanking operation. I cannot say, with certainty that Putin will make the intervention in Syria. I consider it highly probable that he will act and will deliver a deadly blow to ISIS and shake up everything."

Is Russia Preparing Military Intervention To Back Assad in Syria?

Sept. 2 (EIRNS)-In the past 24 hours, Israeli and American media have been reporting that Russian President Vladimir Putin is preparing to dispatch Russian military forces to Syria, to bolster the Bashar Assad government and conduct new military operations against the Islamic State and other jihadist rebel forces.

The original report on the planned Russian deployment of fighter jets, pilots, and support personnel came from the Israeli websites Ynet and Debka, both of which could normally be considered unreliable. But U.S. intelligence sources pointed out that Russian officials have been secretly negotiating with Israel, on "deconfliction" protocols and overflight access in the event of Russian air force operations. The same U.S. source indicated that Russian and Iranian officials have been meeting over the worsening Syrian situation. Russia, according to these accounts, has been critical of Iran's approach to the Syria situation, which has concentrated on protecting those areas of Syria near the Lebanese border that are vital to the security of Hezbollah, rather than defending the sovereignty of the country as a whole and the need to preserve a unified Syrian state under the duly elected Assad government.

The U.S. source estimated that Russia would have to deploy at least 2,000 airmen and support personnel. The decision to directly deploy military forces in Syria against ISIS, if confirmed, reflects the conclusion by Putin and top Kremlin advisors that the diplomatic initiatives alone will not bring the conflict to an end and defeat ISIS. Putin is aware that the U.S. military considers the defeat of ISIS to be the number-one priority in both Syria and Iraq.

The Israeli news reports of the pending Russian deployment were bolstered today by a lengthy article in the Daily Beast by Michael Weiss, a well-known Russia-hater. Under the headline "Russia Puts Boots on the Ground in Syria," Weiss cited recent press accounts of Russian deployments of ground forces into Syria, adding, "One report has even alleged that Russian pilots are gearing up to fly missions alongside the Syrian air force, dropping bombs not just on ISIS but on anti-Assad rebels who may or may not be aligned with the United States or its regional allies." Weiss quoted the Ynet article by Alex Fishman, who cited Western diplomatic sources, who say "thousands of Russian military personnel[sic] are set to touch down in Syria, including: Advisors, instructors, logistics personnel, technical personnel, members of the aerial protection division, and the pilots who will operate the aircraft."

Weiss had to admit that the Russian intervention would not be shocking, given the failure of the U.S.-led operations so far. He also cited the Syrian government-linked Al Watan newspaper, which reported on Aug. 26 that Russia is planning to construct a second naval facility in Jableh, on the Mediterranean coast 15 miles south of Latakia. The paper reported that Russia is weighing direct military intervention or, alternatively, a UN-sponsored international peacekeeping force.

Economic Journalist Demands Return of FDR (and Glass-Steagall)

Sept. 2 (EIRNS)-Veteran financial journalist Darrell Delamaide, writing Sept. 1 in USA Today, briefly evoked FDR as the moral inspiration to a depressed nation touching the same urgent American need addressed powerfully in Michael Steger's Sept. 4 EIR article, "Pre-empt! FDR's First 100 Days."

In "Where Is the Call for Ethics in Banks?" Delamaide's subject is, in part, the campaigning for Glass-Steagall by Martin O'Malley and Bernie Sanders; but beyond that, how FDR attacked the culture and morals of Wall Street and their degradation of the nation's political, economic, and social life. Delamaide holds up "the soaring rhetoric of Franklin Roosevelt's first inaugural address in 1933.

'Happiness lies not in the mere possession of money,' Roosevelt told a nation beaten down by the Great Depression. 'It lies in the joy of achievement, in the thrill of creative effort. The joy and the moral stimulation of work no longer must be forgotten in the mad chase of evanescent profits.' "

"The fact that Obama has failed as president to push for values and ethics in the banking profession," Delamaide adds, "makes it even more vital for our next president to take up Roosevelt's appeal for a restoration of morality in this 'sacred trust.' " And action is needed: "In addition to his moral appeal, Roosevelt also signed the original Glass-Steagall and the Securities and Exchange Act into law."

As FDR stated it in that inaugural address: "Restoration calls, however, not for changes in ethics alone. This Nation asks for action, and action now." Michael Steger opens his "Pre-empt!" as follows: "Franklin Roosevelt's First Hundred Days was not a bureaucratic playbook, neither was it simply the result of effective management and political deal-making, and if it were to be reduced to such, it would add little benefit to solving our nation's immediate crisis. The essence of FDR's First Hundred Days as President was driven by nothing less than a poetic and creative impulse to act, as FDR is often quoted from his first inaugural address: 'The Nation asks for action, and action now.' Not simply for the immediate restoration of the nation's physical survival, which it certainly accomplished, but, to greater effect, ending the cultural deterioration and rampant degeneracy of the nation's leadership, as well as the nation's culture generally-a degeneration which had increasingly accelerated since the assassination of President William McKinley in 1901."

A note in contrast, on the Obama cancer to be removed: The Housing and Urban Development Department announced today that participation in HUD's mortgage programs was again open to mortgage banks whose parent banks- JPMorgan Chase and Citigroup-engaged in proven mortgage fraud and a variety of other banking crimes. Rep. Maxine Waters (D-CA) and Senators Sherrod Brown (D-OH) and Elizabeth Warren (D-MA) had publicly asked HUD not to do this.
